Seems to work in 3.5 by my initial testing. When enabled I get +1 (3 total) civics points and am able to start the game that way. I do not know if the AI takes advantage or no, but I would assume if they start with a civic point to spend they can reform their government, assuming that the AI knows about how to do that already using civics points from the tech tree.

It does still work for me though, maybe it does conflict with another mod you've enabled.

Hm, yesterday this mod still worked and provided one more civic point, but since today it doesn't add more civic points.

Info on 2.4 update:
Due to the new launcher, I'm unable to upload the new version of the mod like I used to, I will have to investigate this issue further. I will upload the update as soon as I know more.
Nothing has changed ragarding the data though, so the 2.3 version can be used without any problems.
