More Outremer culture

This mod makes the outremer culture much more likely to appear. In vanilla the culture can only appear if a latin character has 10 000 prestige or control the empire of Outremer.

With this mod latin characters can choose to become outremer if they hold either the Kingdom of Jerusalem, Principality of Antioch, Syria or Egypt, or if they have 8000 prestige. The capital must be in the Middle East or Africa. The capital province will become outremer as well if it has latin culture, or if it is arabic catholic (or catholic heresy). If you are independent you also need at least one province with arabic culture.

Vassals with capitals in the Middle East or Africa can become outremer if they have an outremer liege and the vassal have the latin culture, or is arabic and belong to catholicism or a catholic heresy. Do not expect all vassals to quickly become outremer, it will take some time.
