[MLT] Aleksander Wit's Tournament Mod

This is a mod that does certain changes to the game to make the tournaments i make run better. The changes in questions are quite small:

kSlowGrowRate = 0.2 -> 1
kBlockExplodeChance = 10 -> 1000000000
kHealMaxDist = 10 -> 50

P of tournament allowed command blocks: 5P - 400+P -> 1p - 10P
Terran Teleporter P: 0P -> 150P

Factory AI behaviour has been made more active and consistent. This may cause more lag.
