In MW2 a terrorist named Vladimir Makarov started a massacre at Zakhaev international Airport. With a CIA agent undercover with his gang, they Killed lots of innocents. In the end, Makarov kills the CIA agent and blames America for the massacre, starting a war.

Makarov was strangled in MW3 by Captain John Price, cutting Makarov out of the picture.
