History:
The Republic of Pisa was a de facto independent state centered on the Tuscan city of Pisa in the late tenth and eleventh century. It grows to become an economic power, a trading post whose merchants dominate the Mediterranean and Italian trade for a century, before being surpassed and supplanted by Genoa. The power of Pisa, as a solid maritime nation, grew to its peak in the eleventh century, when it gained its glory, which traditionally now ranks among the four major maritime historic republics of the peninsula. At that time, the city was a first-class trading post and controlled an important merchant marine in the Mediterranean, as well as a military fleet. It extends its powers in 1005 with the sack of Reggio Calabria, in the south of Italy. Pisa is in constant conflict over the control of the Mediterranean with Saracen pirates, who have their bases in Sardinia and Corsica. Thanks to an alliance with Genoa, the Sarakin king Mujahid is defeated and Sardinia conquered in 1017. This victory gives Pisa supremacy over the Tyrrhenian Sea, especially since, afterwards, the Pisans oust the Genoese of Sardinia, which gives rise to a new conflict and a new rivalry between the maritime republics. Between 1030 and 1035, Pisa continues to defeat several rival cities in Sicily and succeeds in defeating Carthage in North Africa. The international power of Pisa was reduced forever by the crushing defeat of its navy during the Battle of Meloria against the Genoese in 1284, during which most of its galleys were destroyed and many of its sailors captured. After 1399, when Pisa was under the domination of the Visconti family, the city was sold to the Florentine Republic in 1402. After a useless and bloody resistance, the municipality was finally submitted in 1406.

The description points more towards trade or maritime than militaristic. "An economic power". "a solid maritime nation".

your italian cities are beautiful. I think the four maritime republic (Venezia, Pisa, Genova and Amalfi\Napoli) should have also bonuses to produce naval units. Thank you
