To get to the top, use the seats inside the tower. Make sure the door is closed once you're inside and get in the red seat. You can now begin the launch sequence with button 7 and there will be a 5 second delay after pressing number 7 before the rocket lifts off the platform. Service arms will automatically fold away during launch sequence. There is no lunar lander :(
