These are MW2 Militia NPCs, there's only 4 models, I got these from the gamebanana site: https://gamebanana.com/skins/151336

Hostiles and Allied NPCs
They have 50 HP

They are on the Brazilian Militia tab

Screenshot map is gm_de_favela_rio (it's not noded though)
