Easy fix!
Right click on desktop to bring up menu, select Nvidia control panel.
Select "Manage 3D Settings" from the menu on the left
Select "Program Settings" tab
Select Borderlands or if you can't find it click add, then locate it there.
Once you have selected the game switch the preferred graphics processor from "global settings" or "integrated graphics" to "High peformance Nvidia processor"
Apply

Keep in mind if you're running multiple drives that Nvidia Control Panel only likes seeing stuff that's installed on your C Drive, so if you can't find it in control panel, that may be a reason. I was having this issue with Berserk and the Band of the Hawk and this worked beautifully

I had perfect 144fps already on NVIDIA, and tried this tip to see what would happen. It made the game stutter every 3-5 seconds, lol.
