No Whirlwind Sprint Cooldown

This mod sets the whirlwind sprint cooldown to zero. To balance things out, the base shout deals 5 damage to the player's health if it's above 15 percent. You have to be ready to heal up when spamming the shout in order not to die.

There are already other mods that just simply reduce the cooldown to zero without any side effects.
