Wacky Random Characters

Description
A simple mod that changes the random deviation percentage while making a character from 40% to 100%.

Now hitting random while making a character can give some goofy looking guys.

Also effects most non unique characters in the world. Your world is gonna get goofy

I made my own mod for myself to use and set it to %70. Characters are still a little wacky, but not so much as this, Enough to make them a bit more unique anyway. They are so generic with the vanilla %40.
