Why?
Maybe you just want a more action-packed game, or just absolute chaos! There are more things you can edit in the said file but this guide will focus on the player slots. Short but helpful.
How To
First, you'll have to make sure you are editing the right XML file, they differ for each expansion.

The specific directories are
Civ 5 Vanilla C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\Assets\Gameplay\XML\GameInfo
Civ 5 Gods & Kings C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\Assets\DLC\Expansion\Gameplay\XML\GameInfo
Civ 5 Brave New World C:\Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization V\assets\DLC\Expansion2\Gameplay\XML\GameInfo

If you are on 32-bit, 'Program Files (x86)' will probably be just 'Program Files'.

When you are in these directories, look for the file CIV5Worlds.xml, this is the file you'll be editing.
Right click the file and edit it with Notepad, you will see some code. Scroll down until you see the following section

Every map size has its own section as seen from the <Type>X</Type>, so make sure you look what map size you're editing.

Once you are there and have decided what map size you'll be changing, look for <DefaultPlayers>X</DefaultPlayers> (as selected in the screenshot) and edit X to be whatever number you want. The maximum is 22, if you enter anything higher it will go back to the default.

Change <DefaultMinorCivs>X</DefaultMinorCivs> if you want more City States. You can go crazy with these settings really, just not too crazy.

Save your file and go host a multiplayer game, select the map size you've edited and you will have the ability to invite more people/add more AIs.

Thanks to the listed people for helping me confirm that it worked, and thanks to several people from the CivFanatics forum for sharing after google led me there.

It's been a really long time for me, you're gonna have to try different things (unless they patched it, no idea, I'll try it when I'm in my civ5 mood period again)

Also, I do have NQMod v10 and EUI installed.. but I don't think that should make a difference
