Easy method for SA kill. No unlocks are needed.

The Fugitive

The strategy is simple:
1. Go to the "fresh air" area
2. Take the hammer
3. Wait a bit for the Fugitive
4. Throw the hammer near the fence
5. Push the target

Note that the target is random and you may need to restart.

if you start at the spa then knock the guy out by the stairs next to the security room, you can snap his neck and escape via the snowmobile easily (may have to restart tho)
