Feeling sorry for the AI's "corrupt" governor causing crime to spiral out of control? Getting tired of purging weak-traited leaders? Mod version: 1.1 for Stellaris 2.2.*

Info:

> The following annoying traits have been set to give the leader a -25% XP gain:
Arrested Development Vanilla is -1000% XP gain.
Corrupt Vanilla is +25 crime. Should help the AI avoid planetary management strokes.
Paranoid Vanilla is -5% research and -10% anomaly research speed.
Substance abuser Vanilla leaders died 20 years earlier. Now they use 25% of their time studying nutrition to compensate.
Lethargic Used to give the commanded fleet -5% evasion and -10% speed. With effective therapy, anti-depressants, and motivational nonsense these guys can now do their job again.

The admiral's trait "sleepy" does not give -25% to experience, but to + 25%.

Could make it a -5 crime, then, rather than just flipping it.
