Thalmor only use Elven Weapons and Armor

I always found it odd that the Thalmor would boast about Elven superiority over Man but they wouldn't use their own weapons until latter on in the game. They would use Elven armor but they wouldn't use Elven weapons until you reached the appropriate level. My mod changes that. This mod makes it to where the Thalmor will only use Elven weapons and Armor no matter their level.

Update Update 12/26/13: Added higher level Elven weapons and Armor to the Thalmor Level list. These items will appear at level 36..And are between Glass and Ebony in stats.
