650k Population challenge - Can you reach 650k, 9 million in cash, and have an unemployment rate under 5%? You may encounter some rewards along the way and some disasters.. This scenario should be setup for unlimited oil and ore the way I set it up. Hint: Also check one of your freeways in the starting area to make sure there is an off ramp (you can use a road initially).
