So I posted in onlyabidoang's Discord suggesting a video on all Sim Name and Description references, so I made a guide. You may suggest any name references if I missed any.

Sunset Valley
Tragic Clown: In the cemetery of Sunset Valley, one of the graves belongs to the Tragic Clown.
Riverview
Don Lothario: The description of his biography and household are a reference to the trailer of the town Riverview in The Sims 3.
Twinbrook
Justin Kayes: His name sounds like 'just in case'
Anna-Liza Riddle: Analyse a riddle, she writes mystery books.
Nick Zit: Reference to his career, a burglar. Pun on 'nicks it', which is slang for steal.
Cat Stielburg: Likely a pun on 'kat steals a burg(er)', a reference to LOL Cats. Also likely a reference to the term 'cat burglar', which is a very suiting name for a burglar like her.
Carrie Post: Pun on 'carry post', in reference to her career, a mailwoman.
Bill Copperfield: A reference to his career, a policeman. 'Bill' is British slang for police, especially in London, (the old Bill) while 'Copper' is also slang for a police officer.
Goodwin Goode: Possible reference to him having the Good trait, having an angel wings tattoo on his back, and working in the Law Enforcement career.
Sinbad Rotter: Akin to the above reference, Sinbad's name is a reference to him having the Evil trait.
Racket Family: Confirmed pun on racketeering, the criminal act of dishonest and fraudulent business dealings.
Dennis Racket: Coincidental pun on 'tennis racket'.
Dudley Racket: Confirmed reference to Dudley Do-Right from Rocky and Bullwinkle fame.
Dee Liver: Pun on 'deliver'.
Bridgeport
Elvira Slayer: Her name likely references her being a vampire.
Alan Stanley: Reference to actor/director Woody Allen and director Stanley Kubrick.k
Emmy Starr: Pun on the Emmy awards, which recognize excellence in the film and television industry.
Matthew Hamming: Based on real life actor Jon Hamm.

Starlight Shores
Kirstin Law: Her lifetime wish and last name refer to her biography.
Willard Wright: Reference to Will Wright, the creator of The Sims.
Moonlight Falls
Argus Brown: His first name is the anglicization of the Greek Ἄργος, which is an attested name for dogs in Greece. This may specify him being a werewolf, as wolves belong to the same family as dogs do. He is also based on Josh Levison from the United States version of Being Human. Coincidentally, both of them are also in careers involving medicine.
Robin Steal: Her name is a very obvious reference to her career (She is a burglar). Her name is a pun on 'rob and steal'.
Param Singh: His first name likely references his bio, stating his 'dream is to be a world renowned surgeon', despite his lifetime wish being to present the perfect aquarium.
Bailey Swain: Spoof of Bella Swan from The Twilight Series. Both have similar names, share an interest in vampires, live with only their fathers, look alike, share the same bedspread, and are of the Virgo astrological sign.
Chester Swain: Similar to the above reference, Chester Swain is a spoof of Charlie Swan from The Twilight Saga in a similar manner. Both have first names starting with 'Ch', similar last names, are single fathers, love fishing, and work in a law enforcement career.
Roommates Supernatural Household: Reference to Being Human, which is about a vampire, a werewolf, and a ghost trying to live human lives.
Ayden Van Gould: Possible spoof of old school vampires, such as Dracula, whom he resembles.
Count Snypes and Countess Snypes: Same as above. They are also nods to the Grand Vampire from The Sims 2: Nightlife, which also featured vampires.
Felicity MacDuff: Female spoof of Ron Weasley from the Harry Potter books and their film adaptations. Her fear of water (She has the Hydrophobic trait) is similar to Ron's fear of spiders.
Sims University
Leonard Shelly: His name, appearance, degree and influence is an obvious reference to Leonard Hofstadter and Sheldon Cooper, the main male characters of the American sitcom The Big Bang Theory.
Isla Paradiso
Ariel Walsh, Mia Azul and Triton King: The three of them are references to the 1989 Disney film The Little Mermaid.

Sunset Valley: I can't remember exactly how to spell his name, but Gobias Koffie - Go buy us coffee.

The Bird sisters in Appaloosa Plains, Oriole and Alouette, are both named after kinds of birds. Alouette is French for lark. I'll admit I'm lifting this off the wiki, but I noticed Appaloosa was blank so, here you go.

I chose to let it list various references of pre-made Sim names in both Sunset Valley and the Expansion Pack neighborhoods (Excluding the destination worlds from World Adventures alongside Oasis Landing from Into the Future).

Honestly you could do a guide on Twinbrook names alone. Here's a few.

Twinbrook has a sim called Justin Kayes, which - naturally - sounds like 'just in case'.
