Idle Indicator for NeunGUI LayerPanel

Description
Slight edit to NeunGUI LayerPanel so that the IDLE status shows over survivor teammates healthbar while they're idle. Allows you to see who's away without having to press TAB key.

Inspired by Olde's "Idle indicator for NeunGUI SidePanel", and based on Zeon's LayerPanel for NeunGUI.
