After you extracted the mod (you can access the mod in your Steam directory (Steam->steamapps->common->Left 4 Dead 2->left4dead2->addons->workshop) then extract the file after the image attached in this mod) you can follow the tutorial in this link https://gamebanana.com/tuts/9296
After you replaced all the song as how the tutorial in the link said, you can launch your Left 4 Dead 2 game and open console (usually the "~" key), and type "snd_rebuildaudiocache" without quotation marks.

how do you add mod manually?
Are you sure you doesn't have any mods that changes the concert music other than this? Cause it works just fine on me.
