Its the Sea Scorpion from C&C red alert 2
Backround:
"The Sea Scorpion was first seen against the Allies in Operation: Deep Sea. They mainly attempted to keep the Allied Harriers from taking off to repel the assault and from Destroyers sinking the Typhoon Attack Subs. It also served at Operation: Fallout as raiding vessels escorting Soviet Dreadnoughts."-C&C wiki

arms:1 flack gun (enhanced version of the flacktrack gun) very deadly to aircraft and lightly armoured targets
Defence ~1m metal, or ~1m alloy, 20m/s very manovorable
