Giving him Manifest Destiny is almost like giving him a Cold War trait, and is anachronistic.
While he fought alongside/against Indians a lot during the revolution, not much of either happened during his presidency.
It would make more sense to give him a trait that emphasizes something he actually did/was renowned for.
I would suggest either giving him a bonus for being a very popular president(he was the only president to win a unanimous vote in the electoral college) or for doing something he actually did in his presidency(e.g. setting up the national bank with Hamilton/generally getting the country's federal government running/miscellaneous post war matters; there's a bunch of stuff to choose from). Alternatively, you could give him a trait related to his military accomplishments.
Both of those abilities should probably be used in a 19th century president.
