INTRO :
[UPDATED September '20]

I myself struggeled with some stutters in the past.
Iam also that kind of guy who was always looking for a smoother experience.
This guide hopefully helps players, which are experiencing unsmooth or stuttery gameplay.
It is not aimed to reach the highest framerate but the most consistent performance!

THE GAME RUNS BEST IN ITS DEFAULT STATE SO :
The problem for me was that I tended to overfill my config with useless commands.

Clean your config & autoexec (delete your userdata folder)

You can find it at :

C:\Steam\userdata\YOUR STEAMID3\730\local\cfg

Find your STEAMID3 https://steamidfinder.com/lookup/

Autoexec.cfg is kinda useless imo unless you are using aliases (for example jumpscripts) or certain commands
Some people use it for netsettings, fps_max etc. but i like to keep it clean and you can change these commands in the ingame console

Minimalistic launch options

-novid
skips the intro

-tickrate 128
runs CS with 128 Tick

-freq [60/144/244]
locks CS to your desired Hz frequency
MIGHT HELP :
- Uncheck full screen optimization (csgo.exe)

- Delete Workshop maps

- Enable Multicore-Rendering

- Use cl_forcepreload "0" > as stated by a Valve dev it causes more harm than benefits
( https://www.reddit.com/r/GlobalOffensive/comments/adq2a4/never_install_csgo_on_an_old_hard_drive/edlbh3d/?context=1 )

- Disable Hardware Acceleration in Chrome / Spotify / Discord as it might be be the cause of the recent stutter problems! ( https://twitter.com/CSGO/status/1236007601969586176 )
NVIDIA :
- USE ADVANCED 3D Settings - Dont change the Global settings. Only change the csgo.exe settings so GPU etc. aren´t running full speed on desktop

- Turn Shader Cache OFF (Nvida settings) if you have a slow harddrive (HDD) this might help smoothen things out > you will loose some FPS, but you can be certain that Caching isn't causing stutters, Turn Shader Cache On if you have a decent SSD!

> This one is controversial and depends on your specs so turning this on might help some but in general if you are using a harddrive you should turn it off!

- Disable Threaded Optimization -- only benefits you if you are using two CPU's e.g. when using a server mobo

- Energysavingsmode & Texturefilterquality Max Performance

- Disable Vsync

- The *new* Ultra-Latency-Mode formerly known as Pre Rendered Frames might be a cause for stutter too. You are on the safe side when disabling it. (it does not benefit you that much in CPU-intensive games like CS s.o. BattleNonSense's youtube video about it)
=> The formerly caused stutter issue with that settings is supposed to be fixed, I personally use 'On' , you might want to test that further!

DONT TOUCH THE OTHER SETTINGS might make performance worse
VERY SITUATIONAL (pretty much placebo commands) :
SHOULD ONLY BE TRIED IF the things above are not working

- r_dynamic "0"
Disables dynamic lightning
(also fixes the *new* flashbang bug: ( https://twitter.com/blackieCSGO/status/1237454090612998145 )

- mat_queue_mode "2" (needs to be in autoexec) or use +mat_queue_mode 2 in the launch options (gives me more stable fps , i7 7700k)
In theory this is the same as turning Multi-Threading On in the video settings but suprisingly this might boost your FPS
I DO NOT RECOMMEND :
- any changes in the registry

- that NVIDIA Inspector "Fix" is just placebo imo and not necessary to have a smooth experience !
WINDOWS SETTINGS :
Disable Game DVR

Disable Focus Assist

Energy Options
CHECK IF YOU ARE RUNNING AT THE DESIRED HZ / XMP Profile is actived:
With the command mat_info you can check in your console if you are running at your desired hz frequency.
If you scroll upwards you should see something like YOUR_RES@CURRENT_HZ_FREQ
for example : 1024x768@240hz

I just include this because some people tend to screw up there ^-^

Check in your BIOS if you are running your RAM in the XMP Profile (using it to its fullest capability)

< End >
I hope this guide helped you to tackle the issues !
If so, feel free to leave a like / favorite it or even spread it =) Thx
