Step 1: Make sure your account is truly stolen and you didn't just give it to a friend.
Check your email, if someone stole it, then you will see a couple of emails saying "Changes to your steam account have been made". If you see several of them, then there is a 98% chance your account has been compromised.
Step 2 (Optional step): Find yourself!
Try to find your compomised account if possible, they quite often spam whatever site scammed you to your friends, try to get in contact with someone who was your friend on steam, and find yourself. The scammer 65% of the time will change your pfp and nickname to something other, so noone suspects a thing. Since i had a separate smurf that has communication stuff enabled, i friended stolen me and saw quite a lot of things that scammers do.
They make 90% of the profile private, so people again, don't suspect a thing about if this was stolen.
I got super lucky, as my stuff wasn't traded away. But if yours do, you can't get them back...
Step 3: Get your account back!
Now for the most important part, getting your account back. First of all message Steam Support. They will ask you important stuff about the account to prove it's yours, like what was the last email you remembered. After the message you will have to wait some time (In my case 24 hours) until your account is restored. On the account you sent the support ticket from, you will get a notification and then, you input your email in the text box, and they send the reset password to your email.
The password usually consists of random numbers and letters.
Step 4: Preventing future hijacks.
Now, a lot of people think that Steam Guard can instantly prevent your account from getting stolen like some sort of barrier. That's not true. The scammer can disable Steam Guard an log in safely. Steam Guard does protect your items though!
Be sure to always check the URL when you log in on steam, if it says "steamcommunity.com/openid/stuff" it's safe. But if it's something diffirent then it's a scam site 100%. A lot of scam sites don't let you view the website until you log in to "Steam", but some might let you though! If someone sends you a link to a gambling site through Steam chat, check their comments. If there are a lot of comments like "Scammer" or "-rep steals accounts" then be aware that he might scam you. Scammers like to bait you using amazing deals, usually codes for around 50$. A normal site wouldn't give that money away. They might say they need admins for the site, like in my case. If a deal sounds too good to be true it probably is.

So turns out scam sites have implemented a new scamming idea, they use a fake steam window.
It has a normal steam url but is entirely a part of the scam site. To check for that, try to do normal things with the window, like move it out, change the url, go to a diffirent part of steam. If all of these things are impossible then it's a scam site.
