Custom Content in more specific terms is content created by other Sims players on websites such as Tumblr or Mod the Sims etc. It is content for sims to wear, items such as teddy bears, paintings, skins, hairstyles, etc. Whatever the case may be. If you see someone who has an uncensored sim that is naked in a gallery online- they probably have a custom content skin created for that. Or, if you see an anime locker, it is probably custom content.
EA Sims also creates "custom content add ons" on their own website and what not for money.
Custom Content by users is usually free by users.
