materials/decals/holes64_03.vtf is stuck on downloading when someone else is hosting and you try to join.

This map pack is played best with https://steamcommunity.com/sharedfiles/filedetails/?id=1770130953 like.. i played with it with that mod and my god was it cool!! (i played on bluevelvet or whatever)

Everytime I try to load into zm_mine_shaft_v1 it just gets stuck in initializing world.
