What to spend your renown on first?
Nothing. Seriously, don't buy anything. Save it. The first thing you should focus on is survivability. If you're constantly dying, then there's no point in you holding a weapon. I strongly advise you to save up to at least 15k renown and purchase this first:

Acid damage currently has the highest rate of encounter in any mission. Period. And it will end your miserable existence faster than you can say "oh crap, what's that screaming purple thi...". Now, I know there's been some conjecture as to whether it's acid damage or plasma. I mean, plasma is usually like blue or purple and splashy and stuff right? Well, you're wrong if you thought it was plasma. How do I know? Look at the ability icons. See that one for plasma reduction? That's animated as a lobbing ball. Such as the ones that get spit at you from range from one of them filthy Xenos like once or twice every third mission. I.E. don't get it. Now look closely at acid's tooltip icon...is it all coming together now?
But I like shooting things even though my teammates walk in front of my line of fire every two seconds.
That's respectable, brother. So, you've finally got your acid reduction. What do? Figure out what your best cooldown is. Save and buy the highest tier. Seriously, don't waste your renown on the lowest rank ability. You're not doing yourself any favors and you're only going to prolong the progression. You do not have to purchase anything in any particular order. So, save yourself the slog, be good fast and just save.
Okay, I did what you suggested, but why does everyone else look cool before me?
Well, silly. That's because they'd rather die stylishly than play awesomely. But, if you follow the above tips, you should have no problem being able to pull off some Inquisitorial looks by the time you're level 15. Looking good right out of the gate does nothing to improve your performance or help the team. Seriously, look at the price of that skin! You coulda done had a fully upgraded weapon and adornments but noOOooOooo you gotta strike fear into the hearts of the Xeno.
Speaking of adornments...
Look, same rule as before. Save and then buy the highest tier. Don't settle for less or you'll prolong the journey. While there's nothing wrong with spending an endless sea of hours purging the heretic, you should at least look forward to trying other roles to carry the squad. You can't do that if you're cornholed into grinding one role forever.
Okay, so now can I upgrade my weapon?
Yes. But be careful. There are wise things you should be prioritizing.
- expand your clip size; you never know when the swarm will be upon you
- upgrade the damage (don't buy anything but damage, accuracy is entirely moot considering everything is going to be in your face faster than it's worth trying to aim)
- maybe consider overheat/jamming reduction (it's not important for quite a few weapons so not priority for everything; judge accordingly)

Again, save the skins, bayonets, and scopes for last. They're not going to have as much throughput early on as these top 3 will.
BUT WHAT ABOUT PERKS!?!
Wow, you're really needy.

This one is easy though.
Take 30% health/armor. Period. Every class, every time. If you're dying to Xeno because you got "oops is that a Broodlord" or "Oh crap how did that kill me? Only my helmut and chest were yellow!" then this will cover it. It will also cover everything else. Just do the right thing and stay alive for your team so you can keep sending everything to the warp.
Thanks brother!
You're welcome.

Now go kill some Xenos!

Is taking the extra critical chance useful for Heavy if I use the assault cannon?

Probably should mentioned that Tactical is inferior to Chaplain. Wasted 5 lvls on it before I learned.
