I hope this helps with something. An alternative is to add your favorite songs back with the independence station because this allows you to add in music of your own choice. :-)
If you just want the base game's radio stations to be as normal as possible without downgrading, then all you need to do is to just copy the music files inside the old IV's folder to their destination.
Example: pc > audio (config and sfx)
That will remove bonus EFLC stations from being used as DLC in GTA IV.
You will find the music as mp3 files
And all ( radio) is avail on iTunes
For me I literally have [ all ] gta radio

Gta 3
Gta vice city
Gta San Andrea's
Gta 4 > Tony
Gta 4 < Roman
Gta 4 [ lost if damned]
Gta 5
Now any one who play gta on ( my ) pc will hear all RADIO from gta
