High Overseer Campbell:
Painting #1
In campbell's secret chamber you can find a painting of Campbell.

House of Pleasure
Painting #2
In Art Dealer's apartment on the second floor you can see a painting of Sokolov guarded by two guards.
Painting #3
In Art Dealer's apartment (again) on the third floor opposite side of the safe you can see a room with a painting.
Painting #4
In Art Dealer's apartment in the safe there is a painting of the the three Pendleton brothers.

The Royal Physician:

On the first floor of Sokolov's house you can see a painting called "The Obtuse of Lady Boyle".

Lady Boyle's last party:

On the second floor of the boyle party you can get this painting you can find it in one of the rooms.

On the second floor, a portrait of a woman in the room with all the pots covored with glass.

Return to the Tower:

On the second floor on the other side of Lord Regent's room there is a fireplace and above that there is a painting.

The Flooded District:

There is a building near the infirmary door, on the floor with a balcony you can enter and find a painting of a weeper.

After you defeat Daud you get a key. Use that key on the double door where you entered the building and there's a chain go down halfway and jump off. There is a painting of a torturer.

Go to the place you defeat Granny Rags and go up to her building where the oven is, over her bed is the last painting.

Just played through the game again and I second what that dude said: you DON'T need to poison the whiskey, but you DO need to do Slackjaw's missions. However, as long as you accept the mission from Slackjaw, it doesn't actually matter if you kill or spare the Pendletons. In fact, you can even complete all your tasks in the Golden Cat and only then visit Slackjaw, he'll still give you the mission (and you can give him the safe code right away). So basically, you don't have to interact with him in the "High Overseer" mission, but you have to interact with him in "House of Pleasure" at the very least before you leave with Samuel.

As for Granny, I did her mission in all my playthroughs so I believe you have to interact with her at least once in "High Overseer" but that part I can't confirm.

Ok i did the playthrough up until sewers, the confrontation was part of the story , i think, because i did not poison the elixir , but i did do slackjaws mission to get the non-lethal option on mission 3 , and the confrontation happened and i got the last painting with the achievement too, so i can confirm you can do it without poisoning the distillery, so i don't know why it did not happen for others but it seems to be part of the story

It should be worth mentioning this achievement is unattainable if you didn't poison the distillery and did Slackjaw's quests in the missions High Overseer and House of Pleasure. If you don't complete them, the confrontation between Granny Rags and Slackjaw won't happen and the final painting will be unattainable.
Found that out the hard way after almost completing an entire new run-through. :steamfacepalm:
