Part one (Getting the quest)
Getting this quest is fairly simple, all you need to do is journey to paradise falls and walk up to the gate where you will be greated by a slaver named Grouse.
Just pester him about entering paradise falls, keep asking if theres anything you could do that would get him to let you in and eventually he will cave to your demands and provide the quest Strictly Business.

Location:

Note: You can skip the quest out right with Evil or Very Evil karma and the line "Do you know who I am?"

After getting the quest you will be provided with a name and location for each VIP you need to enslave. You can also pester Grouse some more if you want some background info on the people you will be targeting.

Note the second: You only need to enslave ONE person to enter Paradise Falls. You also can't enslave the dead, if any character has been killed before or during the quest they will be skiped automatically. If all four VIPs are dead the quest will fail.
Part two (Arkansas)

Arkansas is the easiest VIP to enslave, he hides himself away in the center of the ghost town 'Minefield' 24/7. Though the approach may seem dangerous, just move fast, stay away from cars and disarm any mines you come across.

Or if you have a lot of health and armour you can just tank your way straight to him.
Once you get close enough just blast him in the face with the Mezzer, and collar him then tell him to run his happy camper ass to paradise falls.

Since he has no one to care for him litterally no one in the wasteland will give a hoot He's the easiest mark to enslave. However given his envolvement in the quest Wasteland Survival Guide, many new players will simply have killed him out right, not knowing of his future importance.

Note: DO NOT USE V.A.T.S IF YOU HAVE THE MYSTERIOUS STRANGER PERK. ODDS ARE THAT LONG COAT WEARING JERK WILL SHOW UP AND JUST EXICUTE THE MAN
Note the second: It is advisable to quicksave before using the Mezzer, as it has a low chance to outright kill a target instantly whenever used.

Part three (Susan Lancaster)

Susan Lancaster is a tottal ♥♥♥♥♥, not just cause of her back biting personality either.

Since she hides away in Tenpenny Tower she is surrounded by half a dozen medium/high level armed guards. The 'best' time to kidnap her would be when she's alone in her room usually late at night, however I say 'best' in quotes because. Frankly. There is no good time to try and capture Susan, She is programed to alert every guard automatically upon being told to head to Paradise Falls. No matter what you do she will alert the tower guards and they will try to engage you.

Therefore the best method for dealing with her maybe to simply murder her, however this forefits any reward the player would get.

Thankfully the Tennpenny Tower Guards hostilities will die down if you leave the tower with out killing any of them and stay away for about 3 in game days.

Part Four (Red)

Red is another easy mark. She can be enslaved during or after the quest Big Troble in Big Town.

The task of enslaving her during the quest is remarkably easy, just follow the quest as normal untill you reach Red's cell. Then as soon as you open the door zap her with the Mezzer, collar her, and your done. However this will leave the quest impossible to complete, unless you set her free from Paradise Falls but why would you do that?

The other method is to enslave her after completing the quest. Note that this requires you to deal with the Super Mutant attack that happens to Big Town right after the end of the quest, however it does leave the quest complete and you gain some extra EXP from completing the quest.

To do this just walk into her clinic and enslave her (You may want to heal or kill her patient Timebomb first) Since your inside a load zone and it's just you and her here, it is impossible for her to alert anyone about the assault in progress. Thus when she runs out of town no one will bat an eye.

Note: Red carries a unique bandana and jumpsuit which you may want to loot

Location:
Part Five (Flak)

Flak is the absolute WORST VIP.

Unlike Arkansas, Flak has friends who will shoot you, Unlike Red you cannot get him alone from people, and unlike Susan, due to the cramped quarters and maze like nature of Rivet City it is very diffcult to avoid being gunned down.

Your best bet when dealing with Flak is three fold:
  • 1: Pray to whatever god you believe in.
  • 2: Approach him at his market stall
  • 3: Mezz him and book your ass outside, jump off the bridge and dive into the water below and swim for your freedom.

OR
  • 1: Pray harder
  • 2: Try to approach him close to a level loading door
  • 3: Mezz and enslave him before running for the level load. If done correctly you will trigger the level load before he raises the alarm and no one in the city will care.

Note: The room key he carries will not allow you to loot his market stall. However enslaving/killing Flak will cause the key to appear on Shrapnal, allowing you to pickpocket it from him. Or just murder him for it
