+2 diplomacy visibility. Spies from other civilizations -2 levels in your cities.
All units +1 sight and can reveal stealth.

Likes civilization who declare friends with her. Slightly dislike all civlizations .

Obtain +2 Science from every Campus belonging to every civilizations per turn.
Obtain +2 Culture from every Theater belonging to every civilizations per turn.
Obtain +2 Faith from every Holy Site belonging to every civilizations.
(All those bonus will not be shown on board but will be added into technology progress, civic progress and faith amount directly).
All militrary slots are conerted into wildcard slots.

She has not any specific preference.

Replace bank, unlocked by "Civil Service" and cheaper.
Instead of yielding gold directly, Syndicate yields +1 from every specific districts and +2 from every tributary.
+1 influence per turn.
Give 2 Haagen Dazs Luxury Resourse.
