Institution Rework

Description
This mod reworks institutions to make them more dynamic and less euro-centric. Here, extra-European states can spawn all institutions, potentially leaving Europe backward and weak. The goal is more about fun gameplay than historical accuracy. I tried to optimize the spawn parameters to make them attainable while still requiring effort.

This mod should be compatible with any other mods that do not alter institutions.

Features

Institution Rebalance
All institutions are rebalanced with different spawn parameters and spread rates. The spawn conditions for an institution are also its spread conditions. This means that if both Korea and England are eligible to spawn Renaissance, both will receive it, as both fulfilled the spawn parameters (although if the game randomly selected England as the spawn point, Korea would have to wait a few years).

Institution Spread
Institutions spread much more slowly, which means there will be a greater disparity between advanced and backward nations for a longer time. Institutions will not necessarily reach every part of the world before faraway conquerors do. Manufactories, for example, typically just spawns everywhere simultaneously and means nothing. In this mod, it spreads very slowly without infrastructure. If you want punctual institutions, you need to fulfill the spawn conditions. Spread is even slower in low-development provinces, so wide empires with low development will have difficulty embracing institutions.

Backwardness
I never liked that EUIV had no concept of conservative states rejecting reforms. So, I changed the religious idea group to incur maluses to institution spread. If you have an inquisition, institutions will spread either very slowly or not at all. Perhaps Ming will take religious ideas and be the backward state it became historically, or perhaps it will take innovative ideas and make tributary states out of the backward European barbarians

I had worked on a mod a long time ago but I couldnt get the spread to work in a way that didnt consume tons of computing power (I tried spreading institutions through trade nodes). I will definitely check this out. This aspect has really been game-breaking for me and is the reason I never really played EU IV

Oh wow, I haven't thought about this thing in a long time. The idea behind giving religious ideas a penalty was that I wanted to make all the idea groups give both bonuses and maluses instead of just bonuses, so there would always be a tradeoff when you picked one. Do I want more religious unity at the expense of institution spread? I thought that was more interesting. I lost interest in this mod after the first iteration of that idea. I made religious ideas totally stop institution spread just to see whether the system was working, but I never went back. Anyway, I have no recollection whatsoever of how I made this mod because it was so long ago and I haven't done EU4 modding since then. You can poke around the mod's files to see what I did and tweak them. You can copy this and reupload it, I don't care. I'll never touch it again.

I agree with Taissiaa, the penalties for religious are too harsh, there's basically no reason to ever take the idea group now. Even if religious nations were opposed to change irl, it basically makes a whole way of playing the game pointless, if not impossible.

Hi, Do you not feel the penalties on religious are too much? If a nation picks it they basically are done for the entire game.

Hello, Solitarian, can you make or do you know any mod where all of the world has the same institution spread rate? I mean, when it spawn all of world gets it

I intentionally did not change the AI at all. It just does what it normally does without knowing how institutions spawn. I made the conditions general enough that the AI could unintentionally meet them.

Thank you so much for this mod! I have been wanting to conquer Europe as Mali, but Europe always have an advantage with institutions like Renaissance and Printing. My question is whether AI will aim to start these institutions, or whether I will end up starting all of them? Thanks!

What? On my computer I have the files for the mods I downloaded via the workshop. Steam/SteamApps/workshop/content is its location. Unfortunately, all the files just have seemingly random numbers as names, so you need to click around for a while to find it.
