zakat is basically just tax. because we see zakat as a form of worship. therefor it is branded zakat. where as the non muslims call it tax and have no meaning except that u pay the tax to keep the economy afloat.
the dhimmi's(protected non muslims in islamic countries) pay djizya. djozya is basically the same as zakat minus the worship part.
the beautiful part of zakat is that it goes to people or any important thing that needs to be made. as for the western tax is made to exploit people so hard. pitty tho that some islamic countriers arguably try to follow this western scam.

the aya is harsh and rightfully so. if u r able to pay zakat/tax/djizya whatever the namùe u wanna give it. then u have to to create economy and to share for the less lucky people and to evolve your country.
