Random Number 0-999

This is the work of art random number generator which works on 4 bit binary. It doesnot follow the 4 bit value of a number in real life rather it uses these values.
0: 1000
1: 0100
2: 0010
3: 0001
4: 0011
5: 0101
6: 1111
7: 1110
8: 1100
9: 1010

The values are decided by timers i.e if you start a timer that is at 8 ticks and one with 13 ticks and send a pulse of 4 ticks attaching it to and gate will result in random turn on and off. use 4 of these to create a 4bit unit and add a system that when no combination is matched as given above runs it again until a value is obtained.
