Change Steam Store Region

It's important that you register the correct country of origin on Steam as there's region-based pricing. This means prices can sometimes vary greatly between regions. Changing region can sometimes rid you off 70% of the original price and a majority of games aren't even region-locked. The reason for region-based pricing is due to some countries having a stronger currency than others, meaning the game affordability can vary greatly. In some less fortunate countries an AAA-tier price tag for a game can translate into half the monthly salary.

Download and install SoftEther VPN Client Manager + VPN Gate Client Plugin

SoftEther VPN is free open-source, cross-platform, multi-protocol VPN client and VPN server software, developed as part of Daiyuu Nobori's master's thesis research at the University of Tsukuba. VPN protocols such as SSL VPN, L2TP/IPsec, OpenVPN, and Microsoft Secure Socket Tunneling Protocol are provided in a single VPN server. It was released using the GPLv2 license on January 4, 2014.

Install the program and restart your computer to ensure the fake network card is activated.

Find your country

Check the regional Steam prices using Steamdb.[steamdb.info]

The converted price and sale percentage compares with the base price in USD.
Alternatively convert the currency by typing, eg, ''400 RUB to USD'' in the Google Searchbar.
Russia in Europe, Mexico in the Americas, and Malaysia in Asia usually has the cheapest prices.

Run the SoftEther VPN Client Manager & Pick a Relay

Pick a VPN Gate Public VPN Relay Server. The relay has to match the wanted currency and country.
This will make it possible to select the country in the settings for Steam Store & Wallet Country.

Quit Steam and any Steam services still running in the Task Manager

This is to make sure that Steam registers the new location upon running the Steam services again.

Quit Steam without, or with the VPN already activated.
Toggle the VPN location, or let it stay activated.
Run the Steam service again.

Update your Store & Wallet Country

This is required to actually be able to buy with the country's price and their currency.

Find Account Details under your Steam username in the top right corner of the client.
Go there and update your country. You should be able to pick the country of the relay.
Restart Steam again if you aren't able to change location.

Purchase Games with a Credit Card

You aren't required to use a VPN after you've updated your country details. You are however required to purchase games with credit cards as PayPal validates your location, thus it can't be used unless the details matches.

You will always be required to type out a random billing address per purchase with credit cards unless you save the purchase option. The billing address may be your own, the country may not. You may also add your real phone number with the country code.

There's no actual need to keep the VPN on while downloading games, unless it's a region-locked game. Region-locked games always include CIS in their names, and there will be a list of countries in which the game will be unavailable upon adding the game to your cart. Risks

This is a grey area. The Steam Subscriber Agreement mentions something which could be considered this at point 3.A. However, how can Steam, for example, prove that you're not on holiday, or temporarily living in another country for studies or work? - They simply can't.

This has never been an issue for me, but I buy a game once per month at most being a student.

I've been warned and had one game removed for unknowingly buying games off scammers using third part sellers, such as Gameflip, K(i)nguin and G(2)A, but I've never been warned or reprimanded for buying off the Steam Store directly with this method. Refunds are possible for those wondering.
