Overview
I don't have to tell you, how to start the workshop or load a image to a 2D scene creator, so I start with the overview.

Here you can see, what elements I used in total:
On the left side the image and the additional particles.
On the right side the effects I added to the image.
Waterripple

On the left side I added the water ripple effect. Nothing special here, just for the whole image and I reduced the speed a bit to slow down everything.
Glow

The next effect I addes was glow. I wanted that the eyes of Kassadin are glowing. Just a little bit, so I added the pulse effect and put the down the Power and Puls speed. With the paint tool I just maked the light beams and the cave in the backgound.
Waterflow

To animate the energy on Kassadins left hand, I used the effect Waterflow and just used the paint tool to draw a circle to have this movement effect. I slowed everything a bit down and reduced the Strength as well.
Fire

To bring the swort of Kassadin to live, I used the fire effect. Here es well I reduced the speed and in addition, I canged the color. We don't want to have orange and red fire under the sea, right?
Shaking

To add the breathing effect, I used just shake. Slow down the speed here as well (everything is slowed down deep below the sea).
I used the paint tool to add the movement to his chest.
Since I wanted some details in the background to move as well, I used the same effect, just in different directions, definited by the paint tool.
Bubbles following the Cursor
I'm finised with the image and the effects on that image, now I wanted to have some overlays.
First I wanted to have he courser to create some bubbles.
So I added on the left side a particle effect.

Since this effect are not bubbles, I cliced on the left side on Particle System Edit.
There you can edit every single detail of that particles.

First I canged the Texture to something like a bubble:

Then I changed the speed, the livetime of a bubble and the color.

Now I have some bubbles following the cursor.
Snow

You hardly can see it, but I added some snow as well.
I canged the color and the falling speed. You can guess, after adding the snow particles click at Particle System Edit and experiment a bit.
More Bubbles

The next particles I added where some bubbles. I don't had to change much here. Just the size and origin.

I also (Particle System Edit, you know) changed the movement speed a bit (as I already wrote: everything is slowed down deep below the sea).

Soo, that's it.

I'm not that great with guids, but since I was asked I thought I could help with that one.
Plus my english is not that great as well, so If you find some (spelling or other) mistakes, you may keep them for yourself.

Thanks for reading.
