No Cleared Cell Respawn and Slow other Respawn

Description
1. Time for respawn in Cleared Cells was increased 100 times more - 3000 days instead of 30 ( I think it is enough, for example, at 70 level I had 300 game days )
2. Time for other respawn was increased 3 times more - 30 days instead of 10 ( I think it may be increased, comment please.. )

Please comment, if some problems will be found with this plugin.

Attention: this plugin will not clean Cells that were cleared and already respawned before this plugin activating. but next respawn shuold be slooow

If it got mark "Cleared cell" its loot will respawn after 3000 ingame days. Without mark - after 30 days.

so does that mean if i clear out the bandits in fort greymoor the loot is gone for good after i grab it?

its not gonna come back in the chests?

i like the idea of clearing out an area or dungeon for "good". Since i am going for a immersive feel this play through, it made senses. AFter all, if we were to go into an old cave full of monsters and start slaying, i am pretty sure they would disappear, at least for a while.

The bigest crap mod ever ( cleared cells should be at leats 10 days )
Respawn of the monsters should be 1 one day !!!!
