As of 2008 the Chicago police department employed over 15,000 people. When dressed as a Chicago police officer and walking through the library or nudging your way through a crowd, you have no reason to be considered suspicious because it's entirely probable that you are actually a Chicago police officer. You look just like a police officer unless one sees the barcode (and even that's sometimes covered by your hat), but within seconds someone else can see through your facade and will begin following and barking at you. That is surely ludicrous, and you're far understating their reactions.

The "Ludicrous" reaction times are completely normal, I do agree full face coverings like swat should be harder to see through, but other than that you're far over stating the reactions

The reviewer started the game out on hard and soon shifted to normal because of the ludicrous enemy reaction times to disguises. Not much was different between the two difficulty levels. The reviewer also played through a few contracts on purist and found them tedious because of the all-seeing yet still somehow monumentally incompetent AI.

While very few of these complaints are viable, most are not, and show that the reviewer has not played on any of the harder difficulties
