Cheesify Shout - People into Cheese

A shout that turns people into cheese wheels of either type (6 to 30 default). To get the shout, go to Whiterun and "activate" the lower cheese wheel on the stall in the market. Aim at someone and use the shout to turn them into a cheese. WARNING, they will never turn back, they will be gone forever (so use it on someone like Nazeem) or just go crazy, whatever, I don't really care.

NEW:
Sound - CHEESE FOR EVERYONE whenever you fire.
Explosions - You can pick them up too (Because I have no idea how to fix this and I think it's kinda cool anyway).
Projectile - You fire a cheese wheel into them to turn them into cheese.
Globals - Whether you want it to essential kill,
Min and max cheese made,
Explosion AoE (currently works for 0-1000, 0 only hits who you shoot it at).

Currently makes everyone hostile and adds a bounty (40 maybe?), if I get complaints I'll remove it.
