Better Dragonplate armor

Description
Makes dragonplate armor and shield better than deadric.
I changed the base damage of the dragonplate armor (All armor parts and shield) to be a litle higher than deadric,
It´s not much better than deadric but now dragon bone is the best heavy armor as it should be.

Alright I made the discripton a little more helpfull, I originally made it simply for myself
and didn´t really plan on uploading it, thats why I didn´t put much work in any discription.
