SFO Cathay + Dirty Dan's Inward Perfection Sub-Mod

Description
Make sure my "SFO All Factions" mod is deactivated!

Brings DD Inward Perfection upgrades to SFO Cathay units.

SFO doesn't like other mods that much and some players are having issues with the All-In-One version so I'm testing if individual files work better.

Need to have the Cathay DLC obviously.
