If anyone comes across Grim and wants to have him as a companion then prepare for a long, really long code search. If the options aren't random for all of us then the options are:
1,3,2,1,4,4,1,2,3,1,1,4 and choose last option. Hope it will save you some a couple of loading screens!
Just in case, I rewrote it with another bit of text from the Recruitable Prisoner's mod. See if it works now.
If not, it might require an import.
You could make two saves at the same location, import one of them, and then attempt to recruit Watcher after finding them again, beating the shit out of them, and then throwing them into a cage.
I doubt any kind of conflict would be happening if other characters from the mod are able to be recruited without problem.

You should only need to place her in a cage without a weapon and speak to her.
