Runs impecccable on the Steam Deck. One of my favourite Steam Deck Rally titles.
Unfortunately Codemasters / EA removed the game from Steam store, so watch out for cheap Steam Keys on Keyseller pages.

Codemasters are Facebook whores (and for some time now too), so personally avoid anything by them :angry_creep:

This is a longshot, but have you tried borderless windowed mode? I've had issues in the past on some games using Windows 10 + fullscreen mode.
