Like every other Paradox strategy game, one would enjoy the game even more by reading its wiki:

Imperator: Rome may be the best Paradox strategy game: while other games cover periods with big potential for both solo or multiplayer experience, Imperator covers a period where basically you either play Rome and win, either play another country and pray to survive. Not a big potential for enjoying a game, in my opinion.

Yet Imperator: Rome has been created through a complex yet non punitive gameplay, that allows you to enjoy playing big countries as much as smal ones, micro managing your population and the characters of your realm and their interactions.

Take the micro management of population of Victoria, and make it simpler enough to understand it.
Take the character details and personal relations of Crusader Kings, but make it non punitive if you ignore half of it.
Add tons of nice details that makes every playground different, and you have Imperator: Rome.

Hard to explain here. Just read its wiki to have an idea, and give it a try. Worth it!
