It's absurd how well Immortal Empires works for how ambitious it is, especially in multiplayer campaigns. I don't know if any developer (including Creative Assembly) will pull something off like this successfully again.

At the risk of hyperbole, this is the peak of the strategy genre and overall probably the best representation of a fantasy world in a video game.
