I would rate this 8/10.

Pros:
-Fun with or without friends.
-Fun when you are gradually improving.
-Lots of modes and maps.
-Lots of free stuff each update.
-Lots of ways to customize your car.
-Cross platform between PC, Xbox, and PS = Lots of players.
-Leveling up doesn't matter.
-Easy to grasp the concept of the game.
-Paying for extra things doesn't give any advantage other than looking cool.
-Lots of nice people. Majority are very friendly.

Cons:
-Servers can sometimes be unstable.
-Toxic players from time to time (not the game's fault).
-Lots of skilled players even at low ranks as the game has been out for quite a long time.
-Hard to get very good. May feel discouraged as you get to the upper tier.
-Ranked match can be unbalanced if the queue wait time extends for too long.
-Glitches can take a while before fixed.
