Trade League Plus has feature to make member a Trading City. Trading City doesn't count when setting the trade league size factor.

Hello,after use your trade league mod ,i have a question want to ask you , i want to write a mod to make a very big trade league , but when the mumber of cities more then 5 it will have a -10 factor to stop citys to join my trade league , how can i change it or fix it? i have seen that in your mode you can add 7 city in to trade league without -10 factor punishment ,how can i change this number? thank you
