I spend $40/week/person. I can not speak for being in a high-expense area (LA/Sydney types), nor super severe food restrictions. But the big tips I can give are food banks are boss, and sales are important. Walmart/"Everything" stores are cheaper on any random day, but more expensive than sales at proper grocery stores.
A lot of places have many food banks, do some exploring and see which ones best suit your needs.
Most frozen section stuff besides vegetables or meat is too expensive to justify. There IS a quality difference between frozen/canned/fresh, but some food is more severe than others - get canned for what you can handle, frozen besides that, fresh for your favorites.
Fruits are expensive even in-season, but also, in-season is good to keep track of. Turkey is the obvious example, it is way more expensive during the rest of the year and drops down to reasonable for about a month.
