Next-to-useless. Passing laws is very slow now, you cannot invite agitators because they are from a different culture and religion. AI countries are now less-realistic during the end-game, every western country in 1920 is either communist or socialist.
Too little content in this DLC release, even if you include the free update.
I could literally revert the game to 1.2 (previous major version) and the game would feel the same.

Also, the political system stopped making sense. The Army just told the government that they are expecting the 'Presidential Republic' law enacted in Ming (monarchy) in the next 6 years.

Overall a very good game because of its gameplay, but it's sometimes severely lacking and poorly thought-out.
- Unlike in Stellaris, no multi-step discovery mechanics (imagine excavating Egyptian Pharaohs or sending explorers to map out the lakes of Africa or the jungles of the Amazon). These could yield international prestige and research speed buffs.
- Lack of flavor in general. You cannot really tell you are playing Austria or Persia from playing the United States. All countries play the same. No Tesla or Edison story line. No mention of the Federal Reserve, no event chain for JP Morgan, Henry Ford, Bismark and many others.
The warfare side of the game is severely lacking.
- Vic3 is an economic simulator,
- HoI4 is a warfare sim.
In Vic 3 you get to manage and build out the economy with some society mechanics. We still lack the two feature sets in once package. The warfare from HoI4 + the economic management of Vic3.
- There are several features that handicap the player for no reason just to make the game longer and "harder to master".
Like the "Cut down to size" wargoal that does nothing but hinder the experience. You are still in war with the other sides that joined even though the war target has capitulated and the war goals were enforced.
- Revolutions and civil wars are boring
- Managing and annexing subjects (because you cannot make them vote to join or something else) are like toggling buttons with little to no choices.
- The pop system, the economic system are genuinely good
