as soon as a player spawns in, bots will start joining and immediately be assigned to either combine or rebels, never spectator. if the bots are joining but getting stuck in spectator you probably have a conflicting addon. if the bots never join in the first place (the chat tells you when they join) you either have the bot quota disabled or again probably a conflicting addon.
