The character is Jun Kurosu AKA 'Joker' from Persona 2 Innocent Sin. Ok so 'Joker' is the antagonist of P2. He's granting peoples wished but also corrupting them into monsters and recruiting them to cults. He looks like a girl because he is a feminine boy. He is a magical being basically. The main cast is teens. They were all childhood friends. Jun was one of the group too. They all hung out at a shrine together. But the shrine burned down and they thought the 'big sis' of the group died. She was the oldest of all of them by a few years. When they're all 17-18 she's like 23. Anyway after the shrine fire she is presumed dead and so the group seperates because they blamed themselves. Especially Jun who was very guilty about keeping secrets. When they were kids she was like 13 or 14. Anyway so Jun is very guilty. And his parents add to his guilt to manipulate him. And through that manipulation he becomes the being known as 'Joker’. Essentially he's a reluctant villain.

So while he's doing Joker stuff the rest of the friendgroup meet eachother while in highschool. But they don't remember eachother because they repressed the memories. They're the main party. Jun just being Joker. Granting the wishes and all that. Joker doesn't need money. He's like a god-like being. It's not really explained how. My assumption is he was chosen by the real villain, a god. The god is named Nyarlathotep. And he's the true antagonist. He also pretends to be Hitler. Not even joking. Thats actually in the game. I forgot to mention, also because of Joker rumours are becoming reality. That's why nyarlathotep is Hitler. Because a rumour was spread about Hitler being alive still. He takes advantage of it. In the PSP re-release they named him 'Furher' and gave him sunglasses as censorship. But in the OG Japanese release it is straight up Hitler. Name and all.
