In particular, it is prohibited:
Engage in illegal activities
Examples: exploitation of minors, theft, calls for real violence, fraud and misleading users by impersonating another person.
Upload or post prohibited or inappropriate content :
realistic or shocking scenes of violence;
any scenes of child exploitation;
explicit sexual content (posting game content in its game center is not prohibited).
Violate the personal rights of others
Examples: de-anonymization, deception, theft, attempts to impersonate another person, stalking, gaining access to the accounts of other Steam users, and publishing statements containing slander or discrediting honor and dignity.
Bully other Steam users and employees
Examples: trolling, bullying, threats, spam, intimidation and abuse.
Disrupt or manipulate Steam
Examples: attacking Steam servers, manipulating reviews or other content, automatically creating accounts.
Disrupt the operation of user computers and cause damage to them
Examples: downloading or posting links to malware such as viruses and Trojans, attacking the computers of other users.
Giving yourself an unfair advantage in games
Examples: using cheats, smurfing, and artificially increasing your rank in the matchmaking system.
Violate intellectual property rights
Examples: uploading content that is not yours, using someone else's trademarked or copyrighted material, and infringing someone else's patent, trade secret, or other proprietary rights.
Engage in unlawful collection and dissemination of information
Examples: collecting information about others (including email addresses), distributing surveys, network marketing, mailing lists, and spam.
Engage in commercial activities
Examples: advertising, running contests, gambling, buying or selling Steam accounts, selling content, gift cards and other goods, begging.
